About Counseling Center Outpatient Portsmouth and Transitional Housing

Stepping Stones Program, Maternal Addiction Outpatient Services and Continuing Care are treatment programs for women with aprimary focus onrecoveryfrom alcohol and other drug addictions.


The Stepping Stones program includes Supportive Recovery Housing and isdesigned to encourage pregnant women and mothers with children (ages 12 and under) to bring their children with them to treatment.


Pregnant women receive prenatal care, educationand assistance in caring for their newborn after they give birth.

No one will be denied access to services due to inability to pay, and there is a discounted, sliding fee schedule based on family size and income.

These numbers above represent 100% of the Federal Poverty Rate. In order to get reduced or free treatment from some substance abuse centers, they use a sliding fee scale based on your income. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.

Sliding Scale Treatment Fees that are variable based on the clients ability to pay. Fees are reduced for lower income persons or have less money due to high expenses.

Non-Profit Treatment Many non profit treatment programs are free or are lower cost due to the non profit organizations status.

Faith-Based Treatment Many religious organizations offer drug and alcohol recovery treatment at no cost as part of their ministry services. Many also offer payment assistance for those that qualify.

Medicaid Payment Assistance Medicaid often covers payment for alcohol and drug treatment. Medicaid coverage do differ by State. We provide recovery centers and programs that do accept Medicaid as payment for treatment.
